Content
The Bridging Bonds is an innovative pilot initiative with the aim of using information technology to increase the effective and meaningful participation of people in monitoring and criticizing the State’s undertakings and policies at the grassroots level, in ethnic minority and mountainous areas.
Technology applications and software that Bridging Bonds builds and tests can be used to monitor other policy programs aimed to find solutions to increase the people’s participation in the supervision of the state’s undertakings and policies.
The project is implemented in Son La, Bac Kan and Dak Lak provinces. The local project participants are ethnic minority groups including: Thai, Tay, Nung, and Ede.

The main objective of the consulting service: Develop applications for monitoring hydropower impacts on smartphones and software to process collected data that the community can use effectively.

Results of consulting services:
- 01 smart mobile phone application has been built on an open source platform. The application uses Vietnamese language, can work while offline and only needs the internet when synchronizing data to the server. Application has a friendly interface, easy to install and use.
- 01 results analysis application on the web platform. The results collected from mobile phones by the local people are stored at the server and analyzed automatically by the software.
- 03 training sessions were held in Hanoi, Dak Lak and Bac Kan for the key groups. This group used the application to collect information about 700 households affected by hydropower.
