The smart forest management and monitoring system (FMS) was built to provide early warning information on forest changes and forest fires; support the management of information on forest changes and forest patrolling and protection, and complete the forest fire forecasting table on a provincial scale. From this foundation, propose optimal solutions for managing and monitoring changes in forests and forestry land to support sustainable forestry development planning, contribute to climate change adaptation within the province, and advance digital transformation in Ninh Thuận’s forestry sector. The FMS system includes 2 software: Smart forest management and monitoring software serving digital transformation in Ninh Thuan province (FMS Ninh Thuan) and Smart forest management and monitoring software on mobile devices (FMS mobile).

The smart forest management and monitoring system serving digital transformation in Ninh Thuan province (FMS Ninh Thuan) was built to:

• Manage all forest resource data of Ninh Thuan province on a digital platform, serving management and operation. Allow sharing of publicly available information on planning and forest status to people and businesses upon request;
• The system uses satellite imaging technology to warn of forest changes, encroachment, and illegal conversion of forests and forest land. Provide warning information on forest changes in Ninh Thuan province with a frequency of 02 times/month. Detect forest changes and illegal conversion of forest purposes with an area of ​​0.1 ha or more;
• Provide satellite image data on forest changes to local forest rangers, collect data and information, update the software according to available forms as prescribed, and transmit to the database located at the Forest Protection Department. Strengthen monitoring capacity, and promptly update changes in forests and forestry land for specialized forest protection forces of forest owners;
• Use meteorological information data to calculate forest fire risk levels and send forest fire warnings to each district and city with forests in Ninh Thuan province;
• Create an information technology environment in forest fire information management, determine the distance to the fire, mobilize fire fighting resources, and update progress and information on the fire scene.
