Developing the Quang Nam forest monitoring system (FMS Quang Nam) under the project of modernizing and improving the monitoring capacity of forest resources in Quang Nam Province

The project to modernize and improve the monitoring capacity of forest resources in Quang Nam province was approved under the decision No. 2617/QD-UBND dated August 16, 2019 of the People’s Committee of Quang Nam province.

The objective of the project is to build capacity for staff and develop a forest resource monitoring system in the whole province (FMS Quang Nam). Quang Nam’s FMS system uses remote sensing technology and AI technology to detect early areas of suspected forest change, risk of forest fires and saw sounds. Thereby, providing timely information to managers and local rangers via sms, email to support management levels to have easier access to forest changes and online reports on forest changes in the field.

The FMS system of Quang Nam is built on the basis of data sources and forest monitoring mechanisms of the forestry sector, including: database of forest status updated annually according to the procedures of the Vietnam Administration of Forestry, monitoring data Forest changes in the field by FRMS mobile software and data of suspected forest changes from Sentinel 2 satellite images updated every 5 days, periodic drone photos, and forest fire warning data are provided by Firewatch system of Forest Protection Department. Periodically, the system will send a forest fire warning message, a saw sound warning as soon as it detects suspicious points; and will send a forest loss warning on the 2nd and 16th of every month.

As soon as the warning message is received, the manager and ranger using desktop computers, mobile phones, and tablets log in to the system and view the location of the warning points on the latest satellite images for verification, and carry out the work of direction and administration. Local forest rangers will use the provided account to view the location of the warning points on the map and use the map file sent by mail to verify in the field, find out the cause, collect data, information, and updates into the software. The updated data is transmitted to the data center at the Forest Protection Department for timely and thorough handling. Thereby, strengthening the capacity to monitor and promptly update the changes of forests and forestry land for the specialized forces of the province.
